Recently George Bush stated his greatest disappointment was the failure of the Iraqi government to enact the oil law, written by American oil interests before the invasion and now stalled by violent opposition from all Iraqi sects and political divisions.
Not the violence, growing sectarian division, rising regional tensions, failed infrastructure, brain drain, the incredible monetary costs, the awful death toll of Americans and Iraqis and thousands upon thousands of maimed, these are not greater priority for the concern of the warmonger? Why does the oil law rank higher?
Why would a “law” not written by the legislative body intended for the nation in question, be of supreme importance to the ultimate plans of George Bush?
The law itself is preposterous. It effectively cedes sovereignty of the vast portion of current and future Iraqi oil production to the unlimited control of international, primarily American, oil interests. It limits the foreign policy freedom of Iraq by forbidding any interference to these non-national interests for any reason. It is effective, permanent occupation. Couple that with the enormous “Green Zone,” the contractor armies and the huge bases it adds up to a carefully laid plan of oil imperialism that predates and is unrelated to any act of terror at any time.
So why does Bush need a “law” from a discredited puppet government, when he has the finest army in history and greatest treasury to loot? Because this is America. Even with his near dictatorial power and usurpation of normal constraining law he still must convince enough of the electorate to play ball. So the oil law.
Iraq passes the law then Bush, smirk and all surrounded by flags addresses the nation:
“Iraqi people have spoken. Yet evil dooers still stand in the way. The freely elected Iraqi parliament needs help and America stands ready to support their choice. We will not falter. America will support the free choice of a free government and will do whatever necessary to support their free choice. Therefore I have instructed the Secretary of Defense…..” You can fill in the blanks.
The Iraqis are well aware of the gambit and will not cooperate. Bush must tough it out or lose, and he has nothing to lose.

As for our permanent occupation, we are currently completing the largest embassy in the world in Baghdad at a cost of over $600 million on 65 acres. Replete with walls that are nine feet thick, this compound, along with the permanent military facilities we are also building tell a very compelling story.

I view the scape-goating of the "Iraqi government" both as a blame-deflector for Bush and as a tool to get oil concessions.
Bush and other myopic global elites may not think they have much to lose or to fear; the rest of the world may have other ideas. War crimes are war crimes -- and all the world has seen.
[When the Senate was doing it's perfunctory discussion of the new embassy--and it's cost-- I wrote to Senator DiFi saying it sounded more like a permanent fortress than an embassy; she assured me she was keeping an eye on things, uh huh. . .]
Peter I feel Bush will never get oil concessions. He will either seize the fields by force and occupied by US troops (which will require a massive influx and draft) or it will be left to Hillary to figure it out or exit. Either way Iraq will forever be Bush's Folly.
