Schwarzenegger said in a speech to the Sacramento Press Club on Monday that besides raising taxes, California could find money by cutting pension costs, allowing offshore oil drilling, and lowering prison expenditures.
Schwarzenegger said, "We can do so much better, in the prison system alone, if we can go and take inmates – for instance, the 20,000 inmates that are illegal immigrants that are here – and get them to Mexico...We pay them to build a prison down in Mexico and then we have those undocumented immigrants be down there in the prison...Half the cost to build the prisons and half the cost to run the prisons. That is money, again, a billion dollars right there that can go into higher education. That is an example of one of the things we do that is unnecessary spending."
There are several unanswered questions about his proposals and as of now there is nothing official.

It would reduce the cost to taxpayers, as it fulfilled the intent of incarceration.
In addition, upon completion of sentence, any Mexican nationals would already be home. Doesn't sound that ridiculous to me!
Those who now make very good wages in their positions with the California DOC might take issue, but from a budget standpoint it really is not as ludicrous as you guys make it out to be. And the Americans will probably have enough new criminals to take care of, with the way the economy is going.
-- a year before retirement, the guard claims insomnia or some other minor disability, then goes out on disability, and works at a part-time desk job in the prison system while on disability, for the last year before retiring at 90 percent of pay, with full benefits
-- that is standard practice
-- and many guards work double shifts, spending most of both shifts napping!
I wonder why it is that every time we elect a Republican governer they want off shore drilling? What do they have against the California coastline anyways? lol
